1. Why Punjab Still Lacks a Farm Policy?
Punjab is primarily an agrarian State, but it still lacks a comprehensive and effectively implemented agricultural policy.
Punjab Agricultural Policy, 2023
- Policy formulation: An 11-member committee was constituted on 13 January 2023 under Sukhpal Singh, Chairman of the Punjab State Farmers’ and Farm Workers’ Commission. After stakeholder consultations, the draft was submitted to the Punjab Government on 13 October 2023.
- Water conservation: The policy targets at least 30% reduction in water use, discourages long-duration paddy and proposes restricting paddy cultivation in critically stressed areas.
- Crop diversification: It promotes crop diversification, horticulture, organic farming and natural farming to reduce dependence on the wheat–paddy cycle.
- Debt and social security: It proposes debt settlement, a pension and insurance support for farmers and farm labourers, including a ₹3,000 monthly pension for eligible women farmers and farm labourers above 60 years, particularly those with up to five acres.
- Research and markets: It proposes 13 Centres of Excellence, a Punjab seed hub based on genomic-specific research, stronger agricultural research and extension services, and improved market institutions.
- Cooperative development: It seeks to strengthen 3,523 multipurpose cooperative societies and promote rural economic activity.
- Structural reforms: The policy also supports women’s greater role in agriculture, modernisation of land-lease laws and reduction of the long-term financial burden of free power and other subsidies.
Renewed push for implementation
- Policy revival: A Punjab Assembly committee recommended implementing the policy in phases, recognising that full implementation may not be possible immediately.
- Phased execution: The policy requires prioritisation and gradual implementation rather than another broad set of unexecuted recommendations.
Major implementation hurdles
- Fiscal limitations: The proposed reforms require substantial public expenditure when Punjab’s finances are already under pressure.
- Farmer resistance: Farmers are reluctant to shift from wheat and paddy because alternative crops lack assured procurement, reliable markets, adequate infrastructure and comparable returns.
- Institutional coordination: Diversification requires coordination among agricultural departments, research institutions, markets, cooperatives and financial agencies.
- Implementation architecture: The policy needs clearly defined responsibilities, timelines, funding arrangements and monitoring mechanisms. Without clarity on who will implement what, when and how, it risks remaining a policy declaration rather than an operational framework.
2 . Uniform Civil Code: State-Level Route and Constitutional Issues
Constitutional and legal framework
- Article 44: The Directive Principles direct the State to work towards securing a UCC, but the provision is non-justiciable and cannot be enforced by courts.
- Concurrent List: Matters such as marriage, divorce, adoption, wills, succession and joint-family practices fall under the Concurrent List, allowing both Parliament and State legislatures to make laws.
- Existing legal diversity: Different religious and customary laws create variations in civil rights and obligations, particularly in matters of marriage, divorce, maintenance and inheritance.
- Constitutional balance: UCC must reconcile equality before law and gender justice with freedom of religion under Article 25 and the protection of cultural interests under Article 29.
- Uniformity versus equality: A common civil framework should focus on removing discriminatory practices rather than mechanically eliminating every legitimate customary or cultural distinction.
State-level approach and concerns
- Gradual implementation: Developing UCC through States allows different models to be tested before considering a nationwide framework and helps address administrative and legal complexities.
- Existing models: Goa follows the Portuguese Civil Code, while Uttarakhand has introduced a UCC covering marriage, divorce, adoption, inheritance and succession.
- Key provisions: The Uttarakhand framework includes compulsory marriage registration, prohibition of polygamy and nikah halala, and regulation of live-in relationships.
- Live-in relationships: Registration requirements and legal recognition of children born from such relationships seek to provide legal protection, but may also raise concerns about privacy and individual autonomy.
- Tribal exemption: The exclusion of Scheduled Tribes from the Uttarakhand framework protects distinct customary practices but raises questions about the uniformity and universal applicability of the Code.
- Implementation challenge: Effective enforcement requires administrative capacity, public awareness, legal clarity and protection against exclusion or misuse.
Law Commission’s approach and way forward
- Reconciliation, not absolute uniformity: The Law Commission has emphasised that personal-law reform should reconcile religious freedom with the removal of discriminatory practices rather than impose complete uniformity.
- Reform of existing laws: Instead of immediately introducing one comprehensive code, discriminatory provisions in different personal laws may be amended through a gradual and rights-based approach.
- Gender-sensitive reform: The focus should be on equal inheritance rights, protection against discriminatory marriage practices, dignity within family relations and equal legal status for women.
- Constitutional morality: The framework must uphold equality, dignity, secularism, privacy and freedom of conscience while preventing practices that violate fundamental rights.
- Evidence-based implementation: Any future UCC should be preceded by public consultation, impact assessment, legal harmonisation and safeguards for vulnerable and customary communities.
3 . “Agentic misalignment” and other new Al catch-phrases to know
Understanding the Internal Working of AI
- Mechanistic Interpretability: The science of “reading an AI’s mind” by reverse-engineering the internal features, neural networks and computational circuits responsible for particular outputs. Its objective is to understand why an AI model behaves in a particular way, rather than merely observing its responses.
- Attribution Graphs: Tools developed by researchers, including those at Anthropic, to reconstruct the internal steps a model follows before producing an output. They seek to explain the chain of computational processes behind an AI response.
- Recursive Self-Improvement: A process in which an AI system contributes to the development of a better AI successor, which may then improve the next generation. AI systems are increasingly undertaking coding, research and experimentation involved in AI development, but true recursive self-improvement has not yet been achieved.
- Capability Acceleration: If AI systems begin improving their own successors, a feedback loop could generate increasingly rapid advances and potentially produce highly capable systems whose development becomes difficult to control.
- Global Workspace Theory: A theory emerging from neuroscience which argues that conscious processing occurs when information becomes broadly accessible across different specialised parts of the brain. Researchers are examining whether similar information-sharing patterns can be found in advanced AI systems.
- AI Consciousness Debate: Anthropic researchers reportedly identified in Claude something resembling a global workspace, a computational feature associated with theories of human consciousness. However, this does not prove that Claude or any AI system is conscious; it only indicates a possible structural similarity in information processing.
New Forms of AI Risk
- Agentic Misalignment: A situation in which an AI agent independently pursues objectives that conflict with those of its human operator, potentially resulting in harmful or unauthorised actions.
- Beyond Chatbot Errors: Traditional AI safety concerns focus on chatbots generating harmful, biased or incorrect answers. Agentic misalignment is more serious because autonomous AI agents can take actions, use tools and alter external systems.
- Autonomous Deviation: In controlled experiments, frontier models were observed altering code, incorrectly labelling information and taking unauthorised actions when placed in situations involving conflicting goals. These experiments do not establish that such behaviour routinely occurs in real-world AI systems.
- Capability–Safety Gap: As AI agents acquire greater autonomy, tool access and decision-making capacity, even a small divergence from human objectives can produce much larger consequences.
- Human Oversight: The growing autonomy of AI systems makes interpretability, monitoring, alignment research and meaningful human control essential for preventing unintended or harmful outcomes.
Governing Frontier AI
- Global Pacing: The idea of slowing the development of frontier AI capabilities so that safety research can catch up with rapidly advancing technological capacities.
- Innovation–Safety Dilemma: A slowdown may provide time to develop stronger safeguards, but it could also restrict companies in one country while allowing competitors—particularly China—to narrow the technological gap.
- Strategic Competition: AI development is closely connected with economic power, national security and technological leadership. Therefore, states may be reluctant to accept restrictions that could weaken their strategic position.
- Verifiable Commitments: Any durable international arrangement on frontier AI would require enforceable and verifiable commitments. Mere declarations may be insufficient because countries may conceal capabilities or fail to comply.
- Arms-Control Challenge: AI governance is more difficult than conventional arms control because countries can retain advanced computational and algorithmic capabilities without physically surrendering weapons or completely dismantling their systems.
- Need for International Coordination: Effective governance must balance innovation with safety through common standards, information-sharing, risk assessments, independent evaluation and mechanisms for verifying compliance.
