  • The Ministry of Labour and Employment has notified the constitution of the National Social Security Board for Unorganised Workers and Gig & Platform Workers under the Code on Social Security, 2020, bringing gig and platform workers within the institutional framework for social security.
  • The Board will be chaired by the Union Minister for Labour and Employment and include representatives from Central and State Governments, aggregator companies, employers, civil society organisations, workers’ unions and gig and platform worker associations.
  • The Board will recommend suitable social security schemes for different categories of unorganised, gig and platform workers, advise the Central Government on matters relating to the Code and monitor the implementation of centrally administered welfare schemes.
  • It will also review State-level record-keeping functions and expenditure from relevant funds and accounts, strengthening monitoring and accountability in social security delivery. The Board is required to meet at least three times a year.
  • Code on Social Security, 2020: One of the four Labour Codes, it consolidates nine existing labour laws relating to social security, including provisions concerning provident fund, employee insurance, gratuity, maternity benefits and social security for unorganised, gig and platform workers.
  • Gig Workers vs Platform Workers: Under the Code, a gig worker undertakes work outside a traditional employer–employee relationship, while a platform worker accesses work through an online platform or digital intermediary. An individual may fall within both categories.
  • Aggregator Contribution: The Code provides for contributions by aggregators towards social security schemes for gig and platform workers, within the prescribed framework. This recognises the role of digital platforms in financing worker welfare.

2. PAVAN-I3C – Integrated Command and Control Centre for Air Pollution Management

Syllabus Mapping: GS-III: Environmental Pollution | Air Pollution | Environmental Governance | Science and Technology

  • The Union Environment Minister reviewed PAVAN (Platform for Air Quality Vigilance and Analytics for NCR), an Integrated Command and Control Centre (I3C) developed by the Commission for Air Quality Management (CAQM) to strengthen real-time air pollution monitoring and enforcement across Delhi-NCR.
  • PAVAN-I3C integrates 30+ APIs and data streams covering air quality, industrial emissions, meteorological conditions, satellite observations, traffic, construction activities, citizen complaints and regulatory compliance. It also integrates data from 111 Continuous Ambient Air Quality Monitoring Stations (CAAQMS), over 2,300 industries and more than 3,200 active construction sites.
  • Operating on the principle of ‘Detect, Analyse, Act’, the platform enables real-time identification of pollution sources, analysis of pollution trends, monitoring of field-level compliance and assessment of the effectiveness of mitigation measures.
  • The system integrates satellite-based crop residue burning data, industrial emissions of PM, SO₂, NOx and CO through Online Continuous Emission Monitoring Systems (OCEMS), construction-site monitoring, weather information, landfill emissions and vehicular congestion data.
  • Its alert-based compliance mechanism automatically flags deviations from prescribed standards and regulatory directions, escalating them to the concerned agencies for timely intervention. It seeks to shift pollution management from reactive monitoring to predictive, data-driven enforcement.
  • PAVAN-I3C also integrates citizen complaints received through the Green Delhi App and SAMEER App, along with monitoring of mechanical road sweeping machines and brick-kiln compliance. This strengthens grievance redressal and accountability of implementing agencies.
  • The State Action Plan Monitoring Module tracks pollution-control measures across Delhi, Haryana, Punjab, Rajasthan and Uttar Pradesh, covering crop residue burning, vehicular pollution, construction and demolition activities, road dust, municipal solid waste and industrial emissions.
  • The Commission for Air Quality Management in National Capital Region and Adjoining Areas Act, 2021 established CAQM as a statutory body to coordinate, monitor and improve air quality in Delhi-NCR and adjoining areas. It replaced the Environment Pollution (Prevention and Control) Authority (EPCA).
  • National Clean Air Programme (NCAP): Launched in 2019 by MoEFCC, NCAP aims to improve air quality through city-specific action plans, monitoring networks and coordinated pollution-control measures. PAVAN-I3C complements this approach through real-time monitoring and enforcement.

3. 19th India–BLEU Joint Economic Commission Session – Strengthening Trade and Economic Cooperation

Syllabus Mapping: GS-II – International Relations | India and European Countries | GS-III – Investment and Economic Cooperation

  • The 19th India–Belgium–Luxembourg Economic Union (BLEU) Joint Economic Commission (JEC) was held in Luxembourg on 29 October 2026 to review trade and investment relations and identify avenues for deeper economic cooperation.
  • The session was co-chaired by the Commerce Secretary of India and senior representatives from Belgium and Luxembourg.
  • Discussions covered logistics (air connectivity and ports), renewable energy, clean technology, financial services, FinTech, digital transformation, ICT, healthcare, life sciences, Ayurveda, traditional medicine and agro-food processing.
  • The three sides agreed to explore cooperation in aerospace, research and innovation, higher education and skill development.
  • Market-access concerns and trade-related issues were discussed to facilitate trade flows, investment and business engagement.
  • During a separate interaction with Luxembourg-based CEOs, India highlighted investment opportunities in advanced manufacturing, financial services, logistics, clean energy, digital technologies and healthcare. It encouraged long-term investments, technology partnerships and integration with Indian firms in global value chains.

4. GSLV-F18/NVS-03 Mission – Strengthening India’s Indigenous Navigation System

Syllabus Mapping: GS-III – Science and Technology | Space Technology | Indigenous Technology | Applications of Space Technology

  • ISRO successfully launched GSLV-F18 carrying the navigation satellite NVS-03 on 30 October 2026 from Satish Dhawan Space Centre, Sriharikota. The satellite was injected into a Geosynchronous Transfer Orbit (GTO).
  • NVS-03 is the third of five second-generation NavIC satellites (NVS-01 to NVS-05). It will augment the existing constellation and improve the coverage, accuracy and reliability of India’s regional navigation system.
  • The satellite is planned to occupy a geosynchronous orbital slot at 75° East. Its first orbit-raising manoeuvre was completed on 31 October using its Liquid Apogee Motor (LAM).
  • The mission marks the 20th flight of GSLV and demonstrates its continued role in deploying satellites for strategic applications. GSLV is a three-stage launch vehicle featuring an indigenous cryogenic upper stage using liquid hydrogen as fuel and liquid oxygen as oxidiser.
  • NVS-03 carries navigation payloads in L1, L5 and S frequency bands. The addition of the L1 signal alongside the existing L5 and S signals enhances NavIC’s compatibility with multi-frequency navigation receivers.
  • It carries an indigenously developed atomic clock, alongside procured clocks. Precise timekeeping is essential for calculating signal travel time and determining accurate user positions.
  • NavIC (Navigation with Indian Constellation), earlier known as IRNSS, is India’s regional satellite-based Positioning, Navigation and Timing (PNT) system. It provides coverage over India and approximately 1,500 km beyond its geopolitical boundary.
  • NavIC provides two services: Standard Positioning Service (SPS), an open service for civilian users, and Restricted Service (RS), an encrypted service for authorised strategic users.
  • The original NavIC architecture comprised seven satellites—three in geostationary orbit and four in inclined geosynchronous orbit—supported by ground stations operating round the clock.
  • The five-satellite NVS series is intended to augment the constellation and ensure continuity of services. NVS-01 was launched in May 2023, NVS-02 in January 2025, and NVS-03 in October 2026; NVS-04 and NVS-05 are planned.
  • Satellite-based PNT services support aviation, maritime navigation, transportation, precision agriculture, disaster management and strategic operations, reducing dependence on foreign navigation systems for critical applications.
  • A satellite destined for geosynchronous orbit is generally first placed in an elliptical GTO, with a low perigee and high apogee. Its onboard propulsion system raises the perigee and circularises the orbit through orbit-raising manoeuvres.
  • A Geosynchronous Orbit (GSO) has an orbital period equal to Earth’s rotation. A Geostationary Orbit (GEO) is a special circular, equatorial geosynchronous orbit at approximately 35,786 km altitude, in which the satellite appears stationary relative to Earth. GTO is an elliptical transfer orbit used to move a satellite towards geosynchronous orbit.
  • The closest and farthest points of an Earth-centred orbit are called perigee and apogee, respectively. A satellite in GTO uses its onboard apogee motor near apogee to raise its perigee and circularise its orbit. NVS-03 uses a chemical Liquid Apogee Motor for this purpose.
  • GSLV is a three-stage launch vehicle developed by ISRO, featuring an indigenous Cryogenic Upper Stage. It uses liquid hydrogen (LH₂) as fuel and liquid oxygen (LOX) as oxidiser. Cryogenic propulsion provides high efficiency, making it suitable for placing heavier satellites into higher-energy orbits.
